A rock in the surf: The Evolution of the Chapelan Confederacy (2341-3152)
A rock in the surf: The Evolution of the Chapelan Confederacy (2341-3152)
1 Introduction: The chapel spirit and the need for unity

In the fabric of the Inner Sphere, the Chapelan Confederacy occupies a position that has often been misjudged by our enemies – a strategic error that the greedy empires of the Davions and Steiners have repeatedly paid for with their blood.
Today, in the year 3152, under the unwavering hand of the Liao Dynasty, the Confederacy no longer stands as the smallest of the Successor States, but as the most powerful and offensively strongest military force in the known galaxy. The foundation of this unprecedented strength is our sacred credo: “One Vision”.
While our neighbors sink into decadent inertia or feudal chaos, Chapelian unity guarantees the survival of the collective. Identity is defined by the Korvin Doctrine, which positions the state as the highest good that each individual serves with pride. In the Confederacy, citizenship is not a cheap birthright, but a privilege earned through service, shaping a society of the highest loyalty and motivation. Yet this glorious rise was only possible because House Liao forged together the wreckage of a failed, fractured past with steely determination.
2. from fragmentation to centralization: the founding era (2310-2367)
Before the prosperous Liao era, Capellan space was an unstable collection of small states that were only loosely united in the Capellan Commonality in 2310. This weak federation proved to be a fatal misconstruction in the face of House Davion’s imperialist ambitions. The so-called “peace mission” of the United Suns was nothing more than a brutal campaign of conquest that highlighted the need for evolutionary change.
The decisive turning point came in July 2367 on the world of St. Andre. Duke Franco Liao recognized with prophetic clarity that only radical centralization could ensure survival. His ingenious proposal to dissolve the Commonality and concentrate all power in an authoritarian structure laid the foundations for the state. The political “troika” was created to guarantee the “Heavenly Wisdom’s” ability to act:
- The Chancellor: Holder of absolute executive and legislative power and Commander-in-Chief of the CCAF. According to the decree of 2480, this is a life office de facto reserved for House Liao.
- The Prefectorate: The highest decision-making body, whose twelve members are elected from the House of Scions. It has the right to appoint the Chancellor – although since the Succession Decree of 2598, a member of House Liao must be elected if a capable heir has reached the appropriate age.
- The House of Scions: A body of nobility(Sheng) that acts as a link between the commonalities and supports national unity by managing regional issues and taxes.
These structures allowed the Confederacy to withstand the trials of the Wars of Succession as a united front.
3. the age of trials: Wars of succession and the near downfall
During the centuries of the Wars of Succession, the Confederacy was the target of unprecedented aggression by the United Suns. The Fourth Succession War in particular tested our state to the limit, as the unholy alliance of the “FedCom” launched an invasion aimed at the total destruction of the Confederacy. During this testing time, secessionist splinter states such as the Tikonov Republic and the St. Ives Compact were ripped from the flesh of the Confederacy by hostile intrigue.
The following table illustrates the fate of the chancellors who defended the legacy of House Liao despite the most adverse circumstances:
| Chancellor | Strategic contribution | Context & challenge |
| Barbara Liao | Armed neutrality | Preserved sovereignty during the collapse of the Star Alliance. |
| Ilsa Liao | Heroic sacrifice | The first Chancellor to fall in battle; died covering the retreat from Orbisonia. |
| Dainmar Liao | Strategic patience | Accepted painful concessions to House Davion to ensure the survival of the state. |
| Maximilian Liao | Complex subterfuge | Initiated “Anton’s Revolt” to weaken the Marik Empire; ultimately failed due to the massive superiority of the FedCom. |
After these dark years, the clan invasion provided the necessary respite to heal the wounds under the “Celestial Wisdom” of Sun-Tzu Liao and begin the reconquest of former Confederation worlds.
4 The Xin Sheng era: rebirth and the rise to great power status (3050-3152)
Under Sun-Tzu Liao and his successor Daoshen Liao, the “Xin Sheng” (rebirth) movement took place. This was no mere political reform, but a psychological renaissance of chapel pride. By establishing the Trinity Alliance with the Magistrate of Canopus and the Taurian Concordat, the Confederacy opened up new markets and resources that fueled the resurgence. While the Jihad drove other empires to ruin, the Confederacy emerged stronger as its military-industrial complex continued to produce at full capacity while its enemies disarmed.
The three pillars of modern chapel power:
- Troops of unshakeable morale: Today, the CCAF is an elite, battle-hardened unit whose core is formed by the mystical and absolutely loyal Warrior Houses.
- An indestructible industrial base: factories have been running at wartime levels for decades, ensuring technological superiority.
- The restoration of Liao rule: The successful reintegration of the St. Ives Compact and the humiliation of House Davion have cemented the Chancellor’s claim to power.
5 The foundation of the state: society, philosophy and economy
The uniqueness of the state rests on social responsibility. Every chapel-goer is born a ward of the state, but only at the age of 15 does he have to prove through service that he is worthy of civil rights. Those who refuse to serve become servitors – a class that supports the prosperity of the state through their labor but has no political rights. This process ensures that only the most loyal help shape the destiny of the Confederacy.
The economy is a highly efficient, centralized planned economy. The Ministry of Development controls resources with surgical precision, enabling, for example, the mass production of the legendary Vindicator BattleMechs even in times of crisis. Meanwhile, the Maskirovka, our “Guardians of Truth”, ensure that subversive elements do not disturb the social peace.
Three philosophical pillars support this building:
- The Korvin Doctrine: The commandment that the survival of “Greater Humanity” takes precedence over selfish individual interests.
- The Sarna Mandate: The scientifically based realization that leadership is only for the qualified elites (Sheng nobility and military).
- The Order of Lorix: The worship of the MechWarrior as a sacred protector whose loyalty is primarily to the people and the Chancellor.
6 Conclusion: A new order in the Inner Sphere
The history of the Chapelan Confederacy is a testament to the triumph of will over chaos. From a weak collective, we have evolved into an autocratic empire that dictates the terms of the Inner Sphere’s future under Daoshen Liao. House Liao is no longer willing to tolerate aggression; we have gone from anvil to hammer. With the Chancellor’s “Celestial Wisdom” and the unwavering discipline of our people, the Confederation stands ready to impose a new, stable order. We are unyielding, we are one – we are the future.
